Soul device: With a name like "Soul device" you'd think it'd have something to do with the mind. Well, that's exactly what it is. Rion uses a soul device in combat. Her weapon takes the form of wings and it's called the Seraphim Layer.Here's an image of it. Naturally she uses these wings to fly mostly. Soul devices have a core that can be changed. Rion's main core's got the element of Wind. Her subcore is spirit. Typically a soul device emerges from a smartphone .It can be upgraded for different situations.
...I don't know how or why.
The canon is vague with how it all works so this is the best I can do.
Other misc skills include: being a great singer, she can also dance and cook fairly well.

Weaknesses: clumsy, easily misunderstood, stubborn, competitive

Why?: Rion is a character who always strives to make a large amount of people happy. She enjoys interacting with new people and sharing positive energy with them. God seems to be the most fitting choice.

This only touches the surface. The real Rion is surprisingly clumsy. She wears a disguise during the day to hide from her fans. It's not very effective and many people see through it. Kou Tokisaka even mentions that Rion's clumsiness might be part of her charm. She easily gets flustered when it's pointed out to her in a frank manner. At times she can be flimsy and almost bashful. Maybe it's worth noting that the first time we see Rion she's seen dropping her ID in a rush. Rion's even late for her own appointments and it's quite baffling. She doesn't always have everything together, but she does try.
Maybe Rion's trying a little too hard sometimes. She'll often overburden herself with too many responsibilities. It seems like she won't talk about her troubles so easily either. When Rion was haggled by gangsters she didn't speak up immediately. She'll try to take matters into her own hands before asking for help. This aspect of her causes her peers to worry about her. Of course, Rion's life would be easier if she would just talk about her issues sooner than later. She has a tendency to act this way because she usually keeps everyone at a distance. Rion is an idol. It means that she can't just allow people to come into her life so readily. There's her fans and then the ones who she can actually trust with these problems.
It's surprising to say that Rion's easy going and a genuinely nice person. There are many misconceptions about her attitude. People may think she's too stuck up, but that's not true. In reality, Rion is so kind that she helps an injured man because it's the right thing to do. She harbors a strong sense of duty towards those in need. The reason for this is because Rion was once a victim of a tragedy herself. She's capable of being sympathetic and caring.
Honestly, even keeping all of this in mind Rion is still just a highschool student. She's young and she has a lot of room to grow. Rion joins the XRC with the hope that she'll become stronger. She can take actions for herself, but she's not completely infallible. Everybody makes mistakes. That applies to Rion too. She wants to keep her newly attained powers under control and be of use to people important to her. Her decisions make an impact on others and it's something she's painfully aware of. So Rion's always going to move forward and do her best when it counts. She relies on the support of her friends ,fans and adults. Rion is grateful to everyone who helped her out along the way.
So in general, Rion's just an easy going individual who takes life as it comes. She puts a lot of effort into singing and being an idol. Everyone who supports her is equally important. Her strong sense of duty and kindness towards others is not something to be overlooked. Rion is a survivor and she'll continue to bring support to those who are like her.

creating anything more than a small rush of air would require a fair amount of stamina.
Rion could probably make a draft indoors with some effort. She'd still have to rest after using it for a while.
It might take at least five to ten minutes before anyone starts to notice change in the atmosphere. There's a long start up time as it takes a while to cast.
